這是規範數字資產行業的一個非常重要的舉措,否則香港將會只是個仍然依賴傳統方式、以過時的基礎設施和人工流程運作如實體簽名、工業化計算機、紙質支票、銀行對賬單、實物身份證、實體房地產契約、實體股票託管和老式中央清算的所謂金融中心而要面對被取代、被脫媒和被縮小的命運。

如果香港要保持其競爭力,並至少在GBA中扮演一個角色,遵循中央政府制定的第14個五年計劃的戰略舉措擁抱區塊鏈和人工智能等技術肯定有作為。 在過去的六個月里,我注意到至少有10個在傳統金融領域工作的學生和朋友已經投向虛擬資產巨頭的懷抱。鐘擺已經開始向另一邊擺動並加速。 我們不僅要按財經事務及庫務局局長的建議儘快更新政策以反映實際的市場需求,還必須整合金融監管機構以及商業和貿易部門,共同研究Metaverse下的新商業形式。

由於我們的物流、在線支付和數據基礎設施仍然相對落後,我們已經錯過了使香港成為電子商務中心的轉型機會。為了參與新一輪競爭,我們必須落實能面向未來的規劃,否則我們將面對跟對抗covid-19一樣的結構性亂象。 上海市已經提前規劃了包括推動線上遊戲、相關設備製造、電訊基建、文創和高等教育等領域的5年元宇宙實現計劃。 那麼當香港已經知道為什麼要推動金融科技發展的同時,也知道應該配合什麼元素、在什麼時候、靠誰和如何採取同樣的策略性行動嗎?

This is a very important step in regulating the digital asset industry, otherwise Hong Kong will face the fate of being displaced, disintermediated and diminished if the so-called financial center is still heavily relies on traditional methods and operates with dated infrastructure and manual processes such as physical signatures, central computers, paper cheques, bank statements, physical ID cards, physical real estate deeds, physical stock custody and old-fashioned central clearing.

If Hong Kong is to remain competitive and play a role in the GBA, embracing technologies such as blockchain and artificial intelligence in line with the strategic initiatives set out in the 14th Five-Year Plan of the Central Government will certainly make a difference. In the past six months, I’ve noticed at least 10 students and friends used to work in traditional financial institutions have fallen into the arms of the virtual asset giants. The pendulum has begun to swing the other way and is accelerating. Not only must we update our policies to reflect actual market needs as soon as possible, as recommended by the Secretary for Financial Services and Treasury, but we must also bring together financial regulators and the business and trade sectors to examine new forms of business under the Metaverse.

Since our logistics, online payment and data infrastructure still relatively backward, we had missed the opportunity to transform Hong Kong into an e-business hub. In order to compete in this new round, we must implement future-proof planning, or we will face the same structural disorder that we faced with covid-19. Shanghai has already planned ahead a 5-year Metaverse realization plan that includes the promotion of online gaming, related equipment manufacturing, telecommunications infrastructure, cultural and creative industries, and higher education. So when Hong Kong already knows why it wants to promote the development of financial technology, does it also know what elements should be matched, when, by whom and how to make the right move strategically?
